Portals and apps for property management and residential complexes
Managing a residential complex or a business centre means handling a steady stream of small requests: a broken lift, a leak, a parking question, a pass for a guest, a question about a bill. When these arrive by phone and in chat groups, they get lost, residents get frustrated and management cannot see what is happening. A resident portal or app brings requests, payments and communication into one system.

In short
In short
- 01
The core is service requests: submitted with a photo, routed to the right technician, tracked to completion.
- 02
Residents want to pay service fees online and see their balance and payment history.
- 03
Announcements reach residents directly, instead of being lost in a large chat group.
- 04
Messenger bots are often a better first channel than an app, because residents already use WhatsApp or Telegram.
- 05
Management gets reports: response times, recurring problems, payment status by building.

Overview
For residents
- Service requests: category, description, photo, preferred time; notifications when the status changes.
- Payments: service fees, parking, utilities where applicable; balance and history; receipts.
- Announcements: planned works, water or power interruptions, meetings.
- Guest and vehicle access: requesting passes, registering vehicles.
- Documents and rules: house rules, contracts, contacts.
- Surveys and votes where the management structure allows them.
For the management team
- A queue of requests by building, category and urgency, assigned to technicians.
- A mobile view for technicians to see tasks, add photos and close requests.
- Payment status per apartment or office, with reminders.
- Reports on response and resolution times, recurring issues and contractor performance.
See internal tools for how such panels are built.
App, portal or bot
A native app is convenient for large complexes where residents use it often, but many people will not install another app. Practical options:
- a web portal that works on any phone, with a link from the complex's messenger groups;
- a Telegram or WhatsApp bot for requests and notifications, connected to the same backend;
- an app later, when usage justifies it.
All three can share one system. See Telegram bot development and customer portals.
Payments
Online payment of fees through a local payment provider reduces cash handling and manual reconciliation. Payments are matched to apartments automatically, and residents receive receipts. See payment gateway integration.
Access and data
Residents' personal data — names, phone numbers, apartment numbers, vehicle plates — must be protected and accessible only to authorised staff. Roles separate what a technician, a cashier, a building manager and the director can see. See designing roles and permissions and Azerbaijan's personal data law.
Rolling it out
Residents adopt new tools gradually. A launch plan helps: an announcement in existing groups, QR codes in lobbies and lifts, help at the reception, and — most importantly — requests submitted through the new system being resolved faster than those submitted by phone.
What to measure
- Share of requests submitted through digital channels.
- Average time to response and to resolution by category.
- Online payment share and outstanding balances.

FAQ
Frequently asked questions
Can the system work for several complexes?
Yes. Multiple buildings or complexes can be managed in one system, with separate data and staff for each, and consolidated reports for the company.
Can residents without smartphones still submit requests?
Yes. Reception or a call centre enters requests on their behalf into the same system, so all requests are tracked the same way.
Do we need integration with accounting?
If fees and payments are accounted in 1C or another system, integration avoids double entry. See 1C integration.
