E-qaimə (electronic invoice in Azerbaijan)

E-qaimə — short for "elektron qaimə-faktura", electronic invoice — is the electronic invoicing system used in Azerbaijan. Invoices are created and registered through the State Tax Service's Internet Tax Administration portal (e-taxes.gov.az), signed with an enhanced electronic signature, and delivered to the buyer's tax account, with the tax authority seeing the data at issuance.

Explained

Who uses it

According to published international VAT summaries, e-invoicing became compulsory for VAT-registered taxpayers in 2017 and was later extended to most commercial taxpayers, covering B2B and B2G transactions. Consumer (B2C) sales are generally recorded through cash registers of the required type. Your accountant should confirm your obligations.

How it works

  1. The seller prepares the invoice on the portal or with the state's invoicing software.
  2. An authorised person signs it with an enhanced electronic signature — commonly ASAN İmza or SİMA.
  3. The registered invoice becomes available to the buyer and the tax authority.

Invoices include the parties' tax identification numbers — see VÖEN.

Relevance for software projects

Online stores, B2B portals and CRMs that generate orders need to collect correct buyer details and pass order data to the accounting system or person who issues e-invoices. Because signing requires an authorised person's electronic signature, fully automatic issuance is not always possible. See e-invoicing (e-qaimə) for software.
