Digital setup for foreign companies entering Azerbaijan
International companies opening a branch, a representative office or a local brand in Azerbaijan often find that their global digital setup does not transfer directly. Their global payment provider may not support local merchants, customers expect to message rather than email, search happens in three languages, and local law has its own requirements for personal data. This page summarises what to plan when launching digitally in Azerbaijan.

In short
In short
- 01
Localise, do not just translate: Azerbaijani and usually Russian content written for local customers, alongside English.
- 02
Decide on the domain: a local site on
.az, a section of your global site, or both. See .az domain vs .com. - 03
Local card payments go through local banks or licensed providers; Stripe does not onboard businesses registered in Azerbaijan.
- 04
WhatsApp, Instagram and Telegram are central customer channels; plan who answers them.
- 05
Azerbaijan's personal data law applies to data you collect locally; involve local legal advice.

Overview
The market in numbers
DataReportal's Digital 2026 report estimated 9.27 million internet users in Azerbaijan in late 2025 — 89% of the population — and 7.61 million social media user identities. Google handled 97.4% of search in August 2026 according to StatCounter, and web traffic was split roughly evenly between mobile and desktop. More context in digital landscape of Azerbaijan.
Website
- Languages: Azerbaijani for the mass market and official communication, Russian for a significant share of business and urban audiences, English for international partners. See how people search in Azerbaijan.
- Local information: addresses, local phone numbers, prices in AZN, delivery and service terms for Azerbaijan.
- Structure: a local section of the global site under a language or country path, or a separate local site. Each has trade-offs for brand control, speed of local updates and search visibility.
- Hosting and speed: the site should load quickly from Azerbaijan on mobile networks.
Payments
If you sell online locally, card payments in manats go through local bank acquiring or a licensed payment provider. Global providers used elsewhere may not support Azerbaijani merchants. See accepting online payments in Azerbaijan and payment gateway integration.
Customer communication
Local customers often prefer to write on WhatsApp or Instagram, or to call. A team or partner who answers quickly in Azerbaijani and Russian, supported by a CRM and, where useful, a bot, matters more than a global ticketing system. See messengers for business in Azerbaijan.
Search, maps and advertising
- Google Business Profile for local offices and stores.
- Keyword research in Azerbaijani, Russian and English, including spellings without Azerbaijani letters.
- Google Ads and Meta ads configured for local languages and AZN reporting.
- Local media and directories for visibility and links.
See SEO strategy for businesses in Azerbaijan.
Legal and compliance
- Personal data: Azerbaijan's Law on Personal Data (2010) sets rules for collection, consent and transfer, including transfers abroad. See personal data law for websites.
- E-commerce and consumer rules for online sales. See e-commerce law basics.
- E-invoicing for VAT-registered entities. See e-invoicing (e-qaimə).

Working with a partner who knows the market
A technical partner with experience of the Azerbaijani market brings knowledge of payment providers, local integrations, languages and customer habits, and should be reachable during your local business hours. The global team keeps brand and standards; the partner makes them work in Azerbaijan.

FAQ
Frequently asked questions
Do we need a separate website for Azerbaijan?
Not necessarily. A localised section of the global site can work well if local teams can update it quickly and it supports local payments and languages.
Is Russian still needed?
For many B2B and urban audiences, yes. The decision depends on your customers; Azerbaijani is essential for the mass market.
Can we host customer data outside Azerbaijan?
Cross-border transfer of personal data is subject to conditions under local law. Your legal adviser should review your data flows before launch.
