Stripe and PayPal in Azerbaijan: what works and what the alternatives are
Stripe and PayPal are the default payment tools in many online business guides, templates and SaaS starter kits. For companies registered in Azerbaijan, they often do not work as expected. This guide explains the current situation, why it matters for choosing platforms and building products, and what businesses do instead. Availability changes over time — always check the providers' own pages before making decisions.

In short
In short
- 01
At the time of writing, Azerbaijan is not among the countries where Stripe allows businesses to open an account.
- 02
PayPal operates a site for Azerbaijan, but features for Azerbaijani accounts — especially receiving business payments and withdrawing funds — are limited; check PayPal's current terms.
- 03
Platforms that rely on these providers for payments (some website builders, SaaS templates, marketplaces) may therefore not support checkout for Azerbaijani businesses out of the box.
- 04
Local merchants use bank acquiring or licensed local payment providers.
- 05
Some companies selling internationally set up a foreign legal entity; this is a legal and tax decision with real obligations.

Guide
Stripe
Stripe publishes the list of countries where businesses can sign up on its global availability page. Azerbaijan is not on that list at the time of writing, so a company registered in Azerbaijan with a local bank account cannot open a Stripe account in its own name. Customers in Azerbaijan can still pay businesses that use Stripe elsewhere with their cards; the limitation is on the merchant side.

PayPal
PayPal operates a country site for Azerbaijan. However, what an Azerbaijani account can do — send, receive, withdraw to a local bank — has historically been more limited than in many countries, and business use for receiving payments has not been a reliable option. Read the user agreement and fees for Azerbaijan and test with a real account before building a business process around PayPal.
Why it matters when choosing a platform
Many ready-made tools assume Stripe or PayPal:
- some website builders and e-commerce platforms use their own payment services built on international providers, which may not be available to Azerbaijani businesses;
- SaaS starter kits and subscription tools often integrate only Stripe;
- global marketplaces and app platforms may pay out only through supported methods.
Before choosing a platform, confirm that it can work with a payment provider available to your business in Azerbaijan. See Shopify vs custom store.
The local route
For selling to customers in Azerbaijan, bank e-commerce acquiring and licensed local payment providers accept Visa and Mastercard cards and settle in manats, and some support wallets and QR payments. See accepting online payments in Azerbaijan.
The foreign entity route
Companies that sell mainly to customers abroad — SaaS products, digital services, exporters of consumer goods — sometimes set up a company in a country where international providers operate, and use that company for international sales. This is common among startups, but it is not a technical workaround:
- the foreign company has its own tax, reporting and banking obligations;
- the relationship between the foreign company and the Azerbaijani business must be structured correctly;
- the provider's terms require that the business genuinely operates as described.
Discuss it with legal and tax advisers in both countries. Technically, a product can support both a local provider for Azerbaijani customers and an international provider for others.
Architecture tip for products
If you are building a SaaS product or online store that may serve customers in several countries, design the payment layer so that providers can be added or switched: an internal payment abstraction, provider-specific adapters, and order logic that does not depend on one provider's features. This avoids a rewrite when your payment setup changes. See payment gateway integration.
